MADISON, Wis. — Madison police arrested two people on Friday after their investigation of a disturbance at a house on the 2800 block of Dahle St. revealed a man was confined to the basement by two suspects. A woman told police she escaped the same two men while being driven around in a car.
The investigation led to multiple criminal charges. Jonathan W. Schaaf, 29, was charged with false imprisonment, 2nd degree recklessly endangering safety, disorderly conduct and battery. Anthony J. Scheppers, 52, was charged with false imprisonment, 2nd degree recklessly endangering safety and threats to law enforcement.
The preliminary investigation shows a dispute over money. All parties are known to each other.
