The National Weather Service says the Turkey River at Elkader reached its crest – topping out at 22.8-feet. The crest happened Monday and is the 4th highest river stage on record for Elkader. Heavy rain caused the river to rise nearly 7 feet overnight – which prompted businesses to close and the school district to cancel classes. The flooding in northeast Iowa led Governor Kim Reynolds to issue a disaster proclamation for a 12-county area – including Allamakee and Clayton counties. According to the governor’s office, the proclamation allows those counties to use state resources to respond and recover from the flooding. It also activates a loan program for qualifying residents.
