Prosecutors say a Dubuque teen accused in a gang rape will be charged as an adult in the case. Officers say 17-year-old Jordan Hillard was arrested early Wednesday. The criminal complaint alleges that Hillard and several other boys sexually assaulted a woman who was drunk last May. He’s jailed on charges of second- and third-degree sexual abuse.
