MADISON, Wis. — Madison police officer Keith M. Brown was arrested earlier this month in Dane County for misdemeanor battery and intimidation of a victim, as well as disorderly conduct, but charges have not yet formally been filed.*
Brown is one of three Madison police employees arrested in the last two weeks. While MPD officials are not identifying the officers, News 3 Now has now independently identified two of them, including Cary House of Columbia County, who was arrested on November 7 for battery and domestic abuse.
A criminal complaint with additional details has not yet been filed for Keith Brown, district attorney Ismael Ozanne told News 3 Now on Thursday afternoon, but Brown’s initial appearance is scheduled for December 8. The Dane County Sheriff’s Office, which is investigating the incident, told News 3 Now that Brown was arrested for disorderly conduct and battery/intimidation of a victim.
Brown was booked into the Dane County jail late on November 9, and posted bond shortly after midnight on November 10, DCSO officials said. Because both suspected charges are misdemeanors, he was able to post bond without first appearing in court.
Earlier on Thursday, MPD confirmed three employees were on nondisciplinary leave following three arrests in the past two weeks, all unrelated and while off duty. Officials are not identifying the officers arrested, but News 3 Now independently confirmed Brown was an MPD officer in part using sources as well as a review of public records, previous news reports, and recruitment class visual archives.
Brown was sworn in as an officer in 2015, according to archives from the Madison Police Department.
He was named by the state Department of Justice last year as the officer who inadvertently shot another officer in an incident on State Street involving Katoine Richardson. He was not charged in connection to that incident following an investigation from the DOJ’s Division of Criminal Investigation.
The Columbia County Sheriff’s Office is investigating the other two arrests.
News 3 Now reported on Wednesday that another officer has been charged with felony strangulation and misdemeanor battery earlier this month, with modifiers of domestic abuse.

*News 3 Now does not typically name people who have been arrested but have not been formally charged. However, that policy does not apply to public officials responsible for public safety, such as police officers, when accused of a violent crime.
