MADISON, Wis. — The man wanted for allegedly shooting another person on State Street earlier this week was arrested days earlier on a disorderly conduct citation, after he told police he wanted to kill a person.
Madison police had not yet apprehended 40-year-old Lamar Jefferson Wednesday evening when they released his picture and description in a press conference near the sight of the Tuesday shooting.
According to court documents, Jefferson was arrested on Tuesday, November 22 and then released the following Monday, the day before he’s accused of a shooting that sent one to the hospital on Tuesday afternoon.
Jefferson had approached police angrily and yelled that someone had punched him, he knew who did it, and that he wanted to kill them. The officer tried to calm Jefferson down, but police said he just got “more and more aggressive”, both verbally and in his movements.
“Lamar was ripping of [sic] his necklace and clothes and kept stating that he was going to find and kill who attacked him,” a probable cause statement read. He also told police he was a gang member and has access to guns.
Police would know who it was, he told the officer, because Jefferson knew “who the people were” and that “he would kill them.” After police arrested him, he also threatened to kill police.
Wisconsin court records show a lengthy rap sheet for the man that police believe has ties to Milwaukee, including convictions for felony battery, battery to an emergency rescue worker, and felony possession of a firearm. His criminal record in Milwaukee County dates back to 2002.
While authorities don’t know where Jefferson was last seen, Barnes said on Wednesday night that he was “very confident that we’ll have him in custody soon.”
The victim, who police described as a 29-year-old male, suffered multiple gunshot wounds and was recovering from surgery as of Wednesday afternoon.
Police said they found him alert and conscious shortly after the shooting. Barnes said his officers’ fast response played a big role in getting the victim early treatment.
