MADISON, Wis. — The suspect in a fatal shooting that occurred last month in downtown Madison was the stepbrother of the victim, according to a criminal complaint.
Online court records show Edward Smith, 40, was charged with one count of first-degree intentional homicide. Smith was arrested on Monday. Making an initial appearance Wednesday, Smith’s cash bond was set at $1 million.

Smith is accused of shooting Shantarie M. Riley, 36, of Madison on Nov. 22. Riley was found with gunshot wounds in the area of Lakeside Street and John Nolen Drive around 1:15 p.m. He was taken to a local hospital where he later died.
According to a criminal complaint filed with the Dane County Circuit Court on Wednesday, a man at a construction site near the scene of the shooting told police he saw a silver SUV stop in the middle of Lakeside Street just before the incident.
The witness said he saw Riley and Smith standing behind the SUV. He said Riley allegedly punched Smith in the face and yelled at him. Riley then helped Smith to his feet and walked him to the passenger side of the SUV before helping him inside. The man said he went back to work, assuming the fight had ended, but then heard two to three gunshots.
When the man turned around, he allegedly saw Smith walking away from the SUV holding a gun. Smith then allegedly fired three more shots in the direction of a telephone pole and a pickup truck. The man then ran to warn his coworkers about the shooting.
The man told police that, when he returned, Smith and the SUV were gone but Riley was laying on the ground with an apparent gunshot wound. Three cell phones were found at the scene. One of the phones was later determined to match the phone number for Smith.
Detectives found the SUV allegedly involved in the shooting on Dec. 1 at a Target in the 200 block of Junction Road in Madison. A fired cartridge casing was allegedly found in the front driver seat of the vehicle. The store manager told police the vehicle had been left in the parking lot on the morning of Nov. 23.
According to the complaint, detectives spoke with Sierra Dorsey, 30, of Fitchburg following the shooting. Dorsey told police that she has a child with Smith, and that Smith and Riley are step-brothers.
On Monday, officers arrested Smith during a traffic stop on Madison’s east side. Dorsey was allegedly driving the vehicle while Smith was in the passenger seat.
The complaint alleges that Dorsey told detectives that she knew Smith was a person of interest in Riley’s murder and that Smith had confessed to her about the shooting. Dorsey is charged with one count of harboring or aiding a felon.
During an initial appearance Wednesday, her cash bond was set at $1,000. As a condition of her bond, she is not allowed any contact with Smith.
As a condition of his bond, Smith is not allowed to have any contact with Dorsey. He is not allowed to possess any type of dangerous weapon and he is not allowed to leave Dane County without court approval.
