MADISON, Wis. — Prosecutors have filed charges against a man suspected of shooting another man on State Street last week.
Lamar Jefferson, 40, is charged with one count of attempted first-degree intentional homicide and one count of possession of a firearm as a convicted felon, both of which have repeater enhancers attached.
According to the complaint filed against him, Jefferson shot the victim several times; medical officials said they identified at least five wounds that were believed to have been from gunshots, one of which pierced an artery in the victim’s leg.
The complaint also confirmed that the victim was involved in an argument with Jefferson roughly a week before the shooting. After their fight on Nov. 22, Jefferson was arrested and charged after repeatedly threatening to kill the victim, who Jefferson claimed had punched him during their fight. Jefferson was released from the Dane County Jail Nov. 28, tthe day before the State Street shooting.

After recovering from surgery, the victim spoke with police and told them Jefferson had tried getting the victim to leave the library earlier that day so the two of them could talk about something, but the victim declined. Later, as the victim was waiting for a bus, Jefferson confronted him and said something about the two of them “having beef” while pulling up his shirt and reaching for a gun.
The victim told police he asked Jefferson, “What you gonna do? Shoot me?” at which point Jefferson pulled out his gun. The victim said Jefferson was struggling with the weapon’s safety, so he tried to knock it out of Jefferson’s hand. Jefferson then shot the victim as he tried knocking the weapon away. The two then fell to the ground, and Jefferson dropped the gun in the process.
According to the complaint, Jefferson then picked up the gun and shot the victim in the abdomen and hit him several more times as the victim ran away.
Jefferson had not yet been arrested as of 1 p.m. Thursday. During a press conference a day after the shooting, Madison Police Chief Shon Barnes said he’s “very confident that we’ll have him in custody soon.”
Wisconsin court records for a 40-year-old Lamar Jefferson show a lengthy rap sheet, including convictions for felony battery, battery to an emergency rescue worker, and felony possession of a firearm.
Police said Jefferson has ties to the Milwaukee area and is believed to be armed and dangerous. Anyone who sees him is asked to contact authorities right away.
