Dubuque Police arrested 41 year old Will Thomas Jr. on Wednesday at the Dubuque Law Enforcement Center on warrants charging third-degree burglary and voluntary absence from custody. A report says that Thomas did not return to the state correctional facility on Elm Street on April 28th.
