Police said a man withdrew $21,000 from a Dubuque bank after depositing a fraudulent check. 62 year old James Brom, of Dubuque., was arrested at 2:09 a.m. Thursday at his residence on a warrant charging first-degree theft. Reports state that Brom deposited a fraudulent check worth $25,000 Feb. 18 at the MidWestOne Bank branch on Asbury Road. The deposited check purportedly was issued by an Idaho title company. Brom deposited the check after the bank had closed, so the money was not fully deposited until Feb. 21. Bank staff said the fraudulent check received the error message “Return to Maker,”. Brom then successfully withdrew $21,000 on Feb. 22 in the form of a check from the MidWestOne branch on Main St.
