Police say the operator of an electric bicycle was seriously injured in a crash into a parked vehicle Wednesday in Dubuque. 47 year old Brian Fondell of Dubuque was injured and taken by ambulance to UnityPoint Health-Finley Hospital for treatment of serious injuries. According to Dubuque police, Fondell was traveling south on University Avenue around 2:30 p.m. Wednesday when he lost control of the bike due to a possible mechanical issue and struck a parked vehicle.
