Police in Dubuque arrested 43 year old Penni West of Dubuque on Sunday in the 500 block of Loras Boulevard on charges of possession of methamphetamine, unlawful possession of a prescription drug and possession of drug paraphernalia, as well as a warrant charging fourth-degree theft.
