Police say a man injured a 9-year-old girl by striking her with a belt outside a Dubuque residence. 40 year old Ronnie Griffin Jr. Of Dubuque was arrested Monday at Dubuque Law Enforcement Center on warrants charging willful injury and driving while revoked. According to reports, Dubuque police responded at around 4:30 a.m. Saturday to the 1000 block of Garfield Avenue for a report of an assault and located the girl, who had injuries to her neck and the back of her left leg. A witness told police that a party was wrapping up around 4:30 a.m. in the 1000 block of Garfield when Griffin was seen striking the girl with his belt in his hand. Griffin drove from the scene after police were called.
