Police said a man held an officer in a headlock following a disturbance in Dubuque Saturday night. 32 year old Jarvis Raymond of Dubuque was arrested at around 9 p.m. Saturday in the 2000 block of Elm Street on charges of assault on persons in certain occupations with intent of injury and interference with official acts with injury. According to a report, police responded at approximately 9 p.m. to the 2000 block of Washington Street for a report of a verbal disturbance. Raymond walked away from the scene despite officers commanding him to stop. Raymond stopped near the intersection of Elm and East 20th streets, where he mounted the back of an officer and placed the officer in a headlock. Another officer was able to pull Raymond’s arm away from the officer and forced Raymond to the ground.
