Police say a driver fled the scene of a Dubuque crash in which a boy crossing a street was seriously injured. 10 year old Kian Blaine of Dubuque was taken by ambulance to UnityPoint Health-Finley Hospital for treatment of serious injuries. Police said Blaine was running across University Avenue near Delhi Street around 4:15 p.m. Saturday when he was struck by a vehicle traveling east on University driven by 29 year old Andres Perez-Lopez of Dubuque. Reports say that Perez-Lopez subsequently drove from the scene. Witness accounts and traffic camera footage identified the vehicle that struck Blaine. Police located the vehicle in the 1100 block of Walnut Street and Perez-Lopez was arrested on a charge of leaving the scene of an injury accident and was cited with no valid driver’s license.
