Authorities say a contractor defrauded a Delaware County couple by using a $2,500 down payment on replacing windows to pay bills he had with his company. 46 year old Joshua York of Cedar Rapids was arrested on a warrant charging second-degree theft. A report says that a Greeley couple entered into an agreement with York’s Legacy Home Improvements to replace the windows in their home. York cashed a $2,500 check from the couple and used it to pay other bills. The couple never received services from York and have had no contact with him since entering into the agreement.
