Police say a man struck another with a blunt object during a disturbance in Dubuque. 32 year old Jacob Ness was arrested around 5 a.m. Tuesday in the 700 block of West Fifth Street on charges of going armed with intent, assault while displaying a dangerous weapon, first-degree harassment, interference with official acts, possession of methamphetamine and possession of drug paraphernalia. Reports say that Ness assaulted 34 year old Cory Eldridge of Dubuque. Eldridge told authorities Ness approached him and hit him twice in the head with an unknown blunt object. Eldridge was treated for a head injury at UnityPoint Health-Finley Hospital. Ness fled the scene but was located a short time later. Eldridge was arrested on a charge of violation of a no-contact order.
