Police said an intoxicated driver led officers on high-speed chase that reached speeds in excess of 98 mph on Dodge Street in Dubuque. 31 year old Gloria Feggins of Manchester was arrested on the Julien Dubuque Bridge at 7:46 p.m. Saturday on charges of felony eluding, operating while intoxicated and possession of marijuana. A report says that officers responded to the area of U.S. Highway 20 and the Northwest Arterial for a report of a vehicle traveling erratically in the eastbound lanes of U.S. Highway 20. The vehicle was swerving, striking the gravel shoulder and driving at speeds ranging from 40 mph to approximately 100 mph. An officer located the vehicle in the area of Dodge Street and Cedar Cross Road, where it was operating without headlights. The officer attempted to stop the vehicle but it fled, traveling at speeds in excess of 98 mph in a 45 mph-zone. Police stopped the vehicle in the eastbound lane of the bridge. Feggins told police she had been traveling from the St. Patrick’s Day parade in Dyersville.
