Dubuque Community Schools officials are restructuring aspects of their teacher leadership and professional development models to free up about $2 million annually in operating funds amid ongoing budget concerns. Voters in November narrowly rejected an up-to-$150 million bond that would have paid for a new middle school at the site of Washington Middle School as part of the district’s efforts to consolidate from three to two middle schools. The measure received approval from nearly 59% of voters but needed 60% to pass. One of the district’s key moves involves reducing and realigning many of its teacher leadership positions. These include instructional coaches and technology coaches, along with content leaders who provide professional development and guidance for their fellow teachers.
