Authorities in Richland County say a 64-year-old sex offender will be released to live in the county. According to a release from the Richland County sheriff’s office, Richard Sugden will reside in Marshall Township. He was previously convicted on charges of rape and 1st-degree sexual assault in connection to incidents that happened in 1976 and 1977. A report shows Sugden was released from prison last spring and has been approved to live in Richland County – where his prior offenses occurred. Conditions of his supervised release include house arrest with GPS monitoring. Officials remind residents this notification isn’t intended to increase fear – but rather, that an informed public is a safer public.
