An Iowa District Court Judge has suspended the sexual abuse case against a Dubuque man after he was found not competent to stand trial. The order halts proceedings in the case of 28-year-old Andrew Hogan – who’s been charged with 3rd-degree sexual abuse. Reports show, two psychiatric evaluations found Hogan incompetent to stand trial. He was arrested after police investigated a sexual abuse report – and Hogan admitted to having sex with a 15-year-old girl almost two years ago. His trial will resume if doctors believe his competency can be restored.
