MADISON, Wis. — The man accused of robbing two businesses near the UW-Madison campus last month stole less than $250, a criminal complaint alleges.
Scott C. Tolliver, 42, of Madison, is charged with two counts of armed robbery, two counts of felony bail jumping and two counts of disorderly conduct.
A criminal complaint filed with the Dane County Circuit Court Tuesday alleges that Tolliver used a gun to rob the McDonald’s at 1102 Regent Street and the Walgreens in the 300 block of East Campus Mall on April 15.
The first incident occurred just before 5:30 p.m. The complaint alleges Tolliver entered the McDonald’s wearing all black, sunglasses, and a medical-style mask. The complaint claims he approached the register, spoke to the cashier and walked away. A short time later, he allegedly approached the register again, pulled a black handgun out of his pocket, pointed it at the cashier and threatened to shoot him if he didn’t hand over money from the register.
The cashier later told police that he gave Tolliver all of the $1 and $5 bills from the register, totaling $95. Tolliver then walked out the door, ran to a parking lot, grabbed a bicycle and turned onto Dayton Street.
Just before 9 p.m., Tolliver reportedly entered the Walgreens at the East Campus Mall wearing a black ski mask, a black cap, a blue jacket and gloves. An employee later told police that she could only see Tolliver’s eyes. He allegedly walked up to the register, showed the employee a black gun in his waistband and demanded money. The employee said she gave Tolliver all the money, a total of $140, and he left the store. In total Tolliver allegedly stole $235 from the two stores.

Reviewing video surveillance footage from Walgreens, Madison Police Department detectives reportedly saw a man wearing a black ski mask and all-black clothes approach the cash register just before 9 p.m. When the man approached the register, the cashier frantically opens it and hands the man money. It is unclear if the man had a gun in his waistband. The man is then seen leaving the store.
Detectives then looked at city camera footage to try to locate the man. Footage from the night of April 15 shows him opening a side door to Porchlight at 8:46 p.m. and then walking toward Park Street. He is also seen running across Park Street at W. Johnson Street at around 8:53 p.m., which is around the time Tolliver reportedly left Walgreens.
Detectives spoke to a staff member of Porchlight and together they reviewed video surveillance footage from the facility, and the staff member identified Tolliver as the man in the video. The footage reportedly shows Tolliver wearing the same pants and sunglasses that he was described as wearing during the alleged McDonald’s robbery. He is also seen carrying a bike.
A separate clip reportedly shows Tolliver walking down a flight of stairs at 8:45 p.m. on April 15 wearing the same clothes and ski mask that he allegedly wore during the Walgreens robbery.
The complaint alleges that detectives found a jacket and boots consistent with what the suspect in the alleged Walgreens robbery was wearing while searching Tolliver’s apartment.
Speaking to detectives on April 19, Tolliver said he was not directly involved in either of the alleged robberies and said he did not remember the events of April 15. However, the complaint says that Tolliver admitted the gun used in the robberies was fake and no longer in his possession.
During an initial appearance in court Tuesday, a not guilty plea was entered as to any misdemeanor counts on Tolliver’s behalf, and his cash bond was set at $4,000. As a condition of his bond, Tolliver is not allowed to go to any McDonald’s or Walgreens locations in Dane County and he is not allowed to possess any type of dangerous weapon.
A preliminary hearing is scheduled for May 10.
