MADISON, Wis. — A criminal complaint filed in Dane County court this week alleges a Madison teen lured his ex-girlfriend to his car before forcing her inside.
Alexander Devicente Hernandez, 18, is being charged with kidnapping and felony intimidation of a victim. A criminal complaint filed with the Dane County Circuit Court on Tuesday claims he told his ex-girlfriend that he had some of her belongings in his car.
Prosecutors say the victim walked to Country Grove Park with her dog just before 11 a.m. on October 9, where she met up with Hernandez. The two then walked around the nearby neighborhood with the dog. According to the complaint, the woman would later tell police that he acted “completely normal” during that time.
As they ended their walk, they went to Hernandez’s car so that the woman could get her belongings. She reported that she approached the passenger door, he grabbed her by her forearms, spun her around, and shoved her into the passenger seat. The dog was also allegedly forced into the car. He then allegedly slammed the passenger door, got into the driver’s seat of the car, and sped away from the park.

As he was driving, he allegedly reached into the woman’s pocket and took out her cell phone. He then switched the phone to airplane mode so that she could not call or text for help, and her mother couldn’t use an app to track her location.
According to the complaint, the suspect kept saying “I love you,” and asked the victim “Why don’t you love me?” and “Why don’t you want to be with me?” As he began driving on US Highway 151/18, the complaint alleges that Hernandez reached speeds over 100 mph and was swerving all over the road. The woman later told police she thought he might crash.
The complaint alleges that, during the drive, he forced the passenger seat to recline so that other drivers could not look inside his vehicle and see the woman, and she could not see where they were going.
He allegedly drove all the way to Dodgeville before turning around. According to the complaint, the woman saw him crying on the way back to Madison and he told her “You don’t deserve this.”
They returned to County Grove Park at around 1:30 p.m. on October 9 and Hernandez let the woman and her dog get out of the vehicle. She immediately called her mother to tell her what happened, and her mother called the police. According to the complaint, the victim said she never saw any of her belongings in the vehicle.
Officers later found Hernandez at an apartment in the 3100 block of Muir Field Road. When asked about the incident, he reportedly said that he and the woman were sitting in his vehicle in the park and that she tried to leave after an argument. He said that he grabbed her arm to stop her from leaving.
He reportedly told police that he did take her phone during the argument, but only after she had threatened to call the police on him. He told police that he never forced the woman into his vehicle.
During an initial appearance Tuesday, the Court entered not guilty pleas to any misdemeanor counts on his behalf. His cash bond was set at $5,000 and he was ordered to have GPS monitoring. He is not allowed to have any contact with the victim or her residence. His next court appearance is a status conference scheduled for November 11.
