According to a complaint filed Monday in the Dane County Circuit Court, officers saw multiple vehicles parked in front of a house in the 100 block of Lucille Street. The vehicles were registered to multiple different counties including Dane, Jefferson and Rock counties. Multiple men were allegedly seen leaving their vehicles, going into the house for a short time, then leaving the area.
Police spoke with one of the men, who said he had just paid a woman for sex. The man said he found a prostitute using a website and had been to the house before to pay for sex.
The man told police he used a CashApp account to pay the prostitute. The account used allegedly started with “$MCotter…” Land records show that Cotter owns the house in the 100 block of Lucille Street that police were surveilling. Police searched the house on October 27 and arrested him.
At an initial appearance Monday, Cotter’s signature bond was set a $500 per case. His next court appearance is a status conference scheduled for December 5.
