Prairie du Chien Man Arrested in Dubuque

A man from Prairie du Chien was arrested in Dubuque during the early morning hours Sunday. 53 year old Elbert Hale was arrested by Dubuque Police around 2:30am Sunday in the 300 block of Bell Street on a charge of third-degree theft.
