Cedar Rapids Man Arrested on Multiple Charges

A man from Cedar Rapids was arrested by Dubuque Police Tuesday. 56 year old Patrick Lynch was arrested at around 12:30 a.m. Tuesday in the area of North Cascade and Sundown roads on charges of third-offense operating while intoxicated, possession of methamphetamine, possession of drug paraphernalia and driving while barred.
