Police say a man lead officers on a high-speed chase throughout Dubuque early Saturday. 33 year old Melvin Armstrong of Bellevue was arrested shortly after midnight Saturday in the area of Central Avenue and 17th Street on charges of felony eluding, operating while under the influence and interference with official acts – bodily injury. He was also cited with 12 traffic violations. Police conducted a traffic stop and the driver of the vehicle was Armstrong, who then fled the area, running a stop sign at 24th and Jackson streets. Armstrong eventually parked his vehicle in the 1700 block of Central Avenue and then fled the area on foot. An officer fell and got a laceration on his hand while in pursuit. Armstrong then fell and was arrested. A report says that Armstrong smelled of alcohol, and they found an open bottle of tequila on the floor of his vehicle.
