Officials with the Dubuque Police Department say 24 year old Chelsea Schlarman of Dubuque was arrested Wednesday around 11:30am in the 1200 block of Rhomberg Avenue on charges of possession of methamphetamine-third or subsequent offense and possession of drug paraphernalia.
