A Manchester contractor arrested in August after authorities said he took money for a northeast Iowa construction project without paying subcontractors has been arrested in Dubuque on an unrelated theft charge. 56 year old Randall Less of Manchester, was arrested October 3rd in Dyersville on a warrant charging second-degree theft. According to a report, Less acquired 46 vinyl plank pieces from Menards in Dubuque on September 14th while only paying for a single sheet of plywood. The vinyl planks were valued at over $2,700. Police said Less used a order ticket made out to another individual to load his truck with the plank pieces. He concealed the pallet of vinyl planks under other items in his truck.
