Dubuque Police have arrested a man and charged him with second degree sexual abuse, lascivious acts with a child, and a number of other related charges. 62-year old Teodoro Rubio is accused of allegedly committing the abuse against a 10-year old over the past four years. Authorities began their investigation in February. Rubio is currently being held in the Dubuque County Jail.
