Two write-in candidates have finished in a tie in the race to become the mayor of a small city in Dubuque County. Alicia Soppe and Robert Schilling each received five votes in the Graf mayoral race in Tuesday’s election. According to Dubuque County Elections Commissioner Jenny Hillary, the Dubuque County Board of Supervisors will officially declare a winner at the canvass to be held on Tuesday by drawing lots.
