OWI and Driving While Barred Charges For Dubuque Man

Dubuque police arrested 23 year old Brett Bisping of Dubuque around 6:15 p.m. Monday at the Dubuque Law Enforcement Center on a warrant charging third-offense operating while intoxicated and driving while barred.
