Dubuque, Delaware and Jackson counties are considering a combined $100,000 contribution to support the Region 8 Regional Transit Authority, which provides demand-response transportation for vulnerable residents. The transit agency faces a growing budget deficit expected to reach more than $300,000 by fiscal year 2028 due to rising costs. Dubuque County may contribute $50,000, with Delaware and Jackson counties each giving $25,000. Without funding support, the agency may need to raise rider fares or reduce service. Currently, children 15 and under ride free, but charging them could offset some losses at the risk of losing riders and federal subsidies. County supervisors express mixed views on funding and say they want to balance taxpayer dollars with the needs of residents who rely on the service. A final decision by the three counties is expected after the transit board meets in November.
